Illinois licenses lead abatement through the Department of Public Health, which issues licenses to lead inspectors, risk assessors, abatement contractors, supervisors and workers. Ordinary renovation or painting that disturbs old paint in a home built before 1978 falls under EPA's Lead-Safe program, where firms are certified by EPA.
