Asbestos licensing in Pennsylvania
Pennsylvania requires asbestos abatement contractors to hold a license from the Department of Labor & Industry, and requires people working inside containment to hold department certification. Workers who remove asbestos must work for a certified contractor. The department posts lists of certified contractors and individuals on its asbestos occupations page, so you can check the certification on record. Rules for a homeowner's own work are unclear, so check the agency's site for current requirements.
